On February 18, 2021 the Tulong Pangkabuhayan sa Pag-unlad ng samahang OFWs Program (Tulong Puso) was formally launched at the Brgy. Matandang Balara Covered Court by the Overseas Workers Welfare Administration (OWWA) and the Quezon City government  thru its Migration Services Division under the Public Employment Service Office (QC-PESO MSD). The event also served as a platform to award  eligible dependents of OFWs with the Project Educational Assistance through Scholarship in Emergencies (Project EASE) financial assistance.

Project EASE is an educational assistance program for qualified college-level dependents of active OWWA member-OFWs whose employment were affected by the COVID-19 pandemic.    During the event, 50 Quezon City based dependents of OFWs were encouraged to apply for the said educational assistance program. Five OFW dependents were immediately granted assistance thru Project EASE.

The ceremony was graced by the Secretary of Labor Silvestre Bello III, OWWA Administrator Atty. Hans Leo Cacdac, Deputy Administrators Faustino Sabarez III and Mocha Uson, National Reintegration Center for OFWs (NRCO) Director Roel Martin, Quezon City 3rd District Action Officer Atty. Thomas John Thaddeus F. De Castro as representative of Quezon City Mayor  Josefina “Joy” Belmonte, and QCPESO Manager Rogelio L. Reyes.
